How TARGET="_parent" works

this page is made from two frameset files

outer.php sets the outer frameset. one of the frames calls inner.php.

inner.php sets the inner frameset. one of the frames calls content.php

content.php has the link which uses. TARGET = _parent

when the user clicks on the link ...
